About the program

U.S.-Israel Cybersecurity Initiative

The U.S. Department of Homeland Security (DHS) Science and Technology Directorate (S&T), the Israel National Cyber Directorate (INCD), and the BIRD Foundation launched the BIRD Cyber program in June 2022 to promote U.S.-Israeli collaboration in cybersecurity and enhance the cyber resilience of both nations.

The program supports joint projects between U.S. and Israeli entities, either two companies or a company and a university or research institute (one from each country), with the goal of demonstrating and piloting innovative cybersecurity solutions.

BIRD Cyber offers conditional grants of up to $1.5 million, covering up to 50% of the total project budget. Academic and research institutions may participate as partners alongside commercial companies.

The program emphasizes projects with relatively advanced Technology Readiness Levels (TRLs) that are market-driven and include pilot implementations. Each program cycle, DHS and INCD define specific topics based on urgent cybersecurity challenges that are not adequately addressed by the market.

For the 2024 cycle, the selected topics were: Cyber Protection for Legacy Medical Devices, BGP Hijacking Remediation, Online Face Image Self-Enrollment Compatible with International Standards, Threat Hunting on Encrypted Traffic, and Human-Machine (AI) Interface Research.

Topics from the 2022–2023 cycle included: Secured Architecture for Protecting Core Operational Processes, Small to Medium Airports or Seaports Real-Time Risk Assessment Solution Pilot, Piloting Resilience Centers for Small and Medium Businesses and Enterprises, and Advanced Data Fusion and Analytics.

Proposal Requirements:

Proposal must involve cooperation between two companies, or a company and a university / research institution – one from the U.S. and one from Israel.

The project should lead to demonstrations and pilot implementations of the developed solution. The maximum conditional grant is $1.5 M per project, and no more than 50% of the joint R&D budget.

BIRD Cyber is managed by the BIRD Foundation and follows the Foundation’s rules and procedures.

Deadlines for submission of the Executive Summaries and the Proposals for BIRD Projects are published on our website 3-4 months prior to these dates. Submission of all the documents is done exclusively by uploading them to BIRD’s upload site (https://upload.birdf.com). Following the deadline, the upload site is closed for further submissions.
An applicant must meet and consult with BIRD prior to submission of any application.

The Executive Summary is a concise document on which we base a “GO-NO GO” recommendation. Therefore, it is highly recommended to speak with a member of the BIRD staff before submitting an Executive Summary. An initial discussion may be held with our staff in Israel or in the U.S.

We need as much information as you can give. A company profile should include the following; people (founders, investors), funding raised, the innovation, status of development, patent situation, product road map, commercialization plans and activities, and website.

Other important information required: Does a partnership currently exist or is one being sought, information about the partner (similar information required about both companies), project idea, road map for development and commercialization, status of negotiations with partner and readiness to participate in a BIRD project.

Submission of a “mock-up” Executive Summary of a BIRD project may be very helpful (template for the Executive Summary can be downloaded from the BIRD website).

BIRD can use its network and contacts within the Israeli and the US markets to help companies identify potential partners for their R&D project.
Information provided by a company, including a list of potential companies and a value proposition can help us to accelerate the process and improve the results.

BIRD manages three vertical programs- BIRD EnergyBIRD HLS and BIRD Cyber.
In most aspects, the process to submit to these programs is the same as the one for the General Program, with the
following exceptions:
In all three vertical programs, one of the applicants may be a University or Research institute as long
as the other is a corporation.
The maximum grant amount for BIRD Energy and BIRD Cyber is $1.5M as in the General Program. For
BIRD HLS the maximum grant amount is $1M.

No – we will not allow a proposal to be submitted before participating companies have submitted their full set of final reports on previous project.
