BIRD: At a Glance

BIRD is an acronym for Israel-U.S. Binational Industrial Research and Development.
The BIRD Foundation’s mission is to stimulate, promote and support industrial R&D of mutual benefit to the U.S. and Israel.

The BIRD Foundation was established by the U.S. and Israeli governments in 1977 to generate mutually beneficial cooperation between U.S. and Israeli companies, including start-ups and established organizations. BIRD provides both matchmaking support between U.S. and Israeli companies, as well as funding covering up to 50 percent of project development costs, up to $1.5M per project. BIRD takes no equity in the companies.

Proposal

Submission of Executive Summary of Project Proposal. Upon BIRD’s recommendation, submittal of the full project Proposal.

Review

Reviewers from Israel and the U.S. will review the Proposal. The proposal will be presented to BIRD’s Board of Governors (BOG).

Board Approval

The BOG  approves funding for the joint project, covering up to 50% of the total project budget.

PROJECT INITIATION

The CPFA (Cooperation and Project Funding Agreement) is signed between BIRD and the two companies, and the first payment is issued to the companies.

Fiscal & Technical Reporting

Periodic fiscal and technical reports are submitted to BIRD during the project’s development phase.

Product/ Commercialization

Upon project completion, companies will submit a final report and provide periodic sales reports to the Foundation.
Repayments are based on commercialization success

Why BIRD?

Non-Dilutive Funding

BIRD provides both matchmaking support between U.S. and Israeli companies as well as non-dilutive funding covering up to 50% of project development costs, up to $1.5M per project. BIRD takes no equity in the companies.

BIRD funds high-risk, high-reward technologies that require longer development cycles before commercialization. BIRD claims repayments as royalties only if commercial revenues are generated from the project. By co-funding projects, BIRD helps mitigate financial risks for companies, enabling them to pursue breakthrough innovations that might otherwise be too costly or uncertain.

Receiving support from the BIRD Foundation means that the project has undergone rigorous evaluation by external organizations such as NIST (National Institute of Standards and Technology), the IIA (Israel Innovation Authority) and where relevant, the DOE (Department of Energy), the IS Department of Energy, DHS (Department of Homeland Security) and INCD (Israel National Cyber Directorate). This endorsement enhances the credibility of the project and increases confidence among investors, partners, and customers.

Companies supported by BIRD benefit from an enhanced reputation in both the U.S. and Israeli innovation ecosystems. The Foundation’s backing improves a company’s ability to attract additional funding, gain media attention, and establish strategic partnerships with key industry players.
